Did you specifically ask them whether eligibility is recommended pass or not? I think most agents would just say the status as we see online unless specifically asked about recommended pass status. Even then some may not take the pains to actually dig and give you an answer. Just like Visa agents getting a helpful call agent is a matter of luck.
yes..as navin had said .i asked specifically whether the eligibility has started or under review...so she told its under review.

its possible the case analyst has recommended passed and its waiting for an officer review.
May I please know what's the difference between "started" and "under review"? I also asked my eligibility over the phone and the agent used the term "eligibility is under review" for a few times.

I'm probably going to call on Monday. Where does "eligibility is under review" fit in the process? Is this before or after BG / Criminality check? Or do these happen at the same time?

Does anyone ever think that by calling IRCC in the hopes of uncovering information which has no bearing on the outcome of your application is actually dragging the case officers away from the task at hand, which is to decide all our applications in a timely manner?

Does anyone ever think that by calling IRCC in the hopes of uncovering information which has no bearing on the outcome of your application is actually dragging the case officers away from the task at hand, which is to decide all our applications in a timely manner?
I believe the customer service agents are in an entirely different department from the case analysts/officers which is why they are only privy to info on the system. So calling doesn't affect the process. However since they do note when you call the office, they might be annoyed if you call too often.

As per normal process Eligibility review is the first step. Once the eligibility is established then BGC starts. But there have been cases where BG check had started even though eligibility was still under review. So in short it also varies on case to case basis.

My guess is when the call agent is saying eligibility is under review what they mean is that a senior visa officer has not confirmed it yet. From what we know based on GCMS notes is that a case analyst reviews everything and gives opinion as "Recommended Pass" and then a senior visa officer "Confirms" it. Hence it is necessary to ask specifically if it is recommended pass or not in case agent tells you it is under review.

When I called, I was told that my file was transferred to local visa office in Edmonton. And in terms of eligibility, the first time I was told not started; after a week, I was told eligibility was under review. Does that mean my file passed the initial A11.2 prior being transferred to Edmonton? Thanks

Not necessarily. Trying to find pattern with IRCC is futile, tbh.
