PRTD from Dubai

Hello all,

My family & I completed our first landing on Dec 20, 2017, and returned back to Dubai on Jan 8, 2018. Obviously we didn't return with the PR Cards. We plan to move for good on July 2, 2018 and have to apply for a PRTD.

Unfortunately the VAC in Dubai informed me it takes 60 working days to process this. Is this true?

Also since it's only been just 1 month since we became PRs, we obviously haven't fulfilled RO, so should I tick the H&C option in the form and explain this?

And lastly do the Dubai VAC retain our passports for these 60 days?

No idea about processing times as every VAC is different. 60 days seems excessive, as other VACs can issue PR TDs in days or weeks. But at least you have lots of time to get one.

You are currently meeting RO. Everyone within first 3 years of being a PR, has by default satisfied RO. A PR can't be in violation of RO until more than 3 years after becoming PR. There should be no H&C part to your PR TD app.

If you can go to the VAC in person, it may help to speed up the process. You can ask if you can submit the PR TD app only upfront, and passports later when they are actually ready to issue the PR TD. This will be entirely up to the VAC so you really need to ask them specifically.

It could be true if they said 60 days. Another person in this forum applied from Abu Dhabi and it took long time to get if I remember.
You are a new immigrant so residency obligations non fulfillment does not apply right now. So H&C is not an option when they see your date of landing the will understand you case. You will get PRTD with doubt. Not sure if they will retain passport, the VAC guys can tell you that.

Thank you Rob and Mats for your replies. This certainly puts me at ease. I've emailed the VAC about retaining our passports but they haven't responded yet. Also is it okay to have the PRTD from Dubai and travel to Canada from another country?

That is fine, it's for any international flight to Canada.

Unfortunately the Dubai VAC is notoriously slow. Don't expect quick turnaround times.

I would apply 2 months in advance. Hopefully you're lucky and it comes in a few days but be prepared for the worst.

I'm not sure about your country's policy, but I do know that quite a few embassies in Dubai offer second passports for people who would like to travel to Israel. I know for a fact the Indian embassy allows you to apply for a second passport. Of course the passport you get is not going to say "for Israel only." It's a regular passport that you can keep in addition to your primary one.

If you desperately need to travel during the time the VAC would have you have your passport and don't want to take a chance, look at this option.

Keep in mind that your second passport is the one you should submit to the Canadian embassy. You should keep your passport with your residence visa page, or else UAE immigration will not allow you to exit the country.

i have applied for PRTD as i lost my pr card during my visit to pakistan am was in caanda from the past 3Years and my pr card still have expiry of 2years please advise how much time it would take to process

You could also get friends or family in Canada to send you your PR cards if you have that option.

Dear members,

Just to bring closure to this post, I did apply from the Dubai VAC - VFS at Wafi Mall and had to fill in 2 additional documents (for Gulf residents) pertaining to travels abroad after becoming a PR and the other was for family details. After filling those on the spot, I submitted all my family's papers to the officer on Jan 22, 2018 and they gave me the option of retaining my passport (although you must provide them with a photocopy of the entire valid passport, even blank pages). I received approval from VFS to submit my original passports on Jan 31 (just 7 working days later) and I have just received the email stating that my passports have been despatched from the Canadian Embassy in AUH, on Feb 5. So in my case, it took a total of just 11 working days to receive the PRTD.

The only negative was this cost me AED 390 for each application, while Canadian embassy charges are only AED 150. AED 240 for VFS!

That option was taken away from us at YYZ as the border officer specifically asked me if I would be available to pick up the PR cards myself. She mentioned that I could apply for a PRTD once I returned back to Dubai. They also have these random cases where you have to pick the card personally, so I did not want to take the chance.

thanks for the update you are really lucky to get in 11days i am still waiting
for any response i actually applied from pakistan to Abu dhabi embassy hopefully i get it within 6to 8 weeks.

I applied for PRTD on Feb 11. Till date I haven't got a response. I applied by submitting photo copies of all my passports. Getting worried as to what they have decided. When I checked online , the status shows as' Documents under process' Don't know what to do..!!

i hav submitted on 12january 12 weeks no new so far did you applied on H&C grounds?
