This may explain delays.

I believe it affects the visa offices doing Background checks on its citizens who are from Nigeria or other countries?

I'm not familiar with the asylum process but somehow feel there may be some effect on the immigration system overall if not directly?

Quick question for those that have received PPR and mailed their passsport with new police clearance, did you your background check status change on ecas? I mailed my passport with all the needed documents before the deadline and it was delivered feb 21 2018, but till date haven’t heard anything from Accra not a status change on ecas or PUM. I have mailed them twice now no reply and now it is getting me worried, don’t know if it is because I didn’t send the documents online first before mailing the hard copies to them. Any advice guys ?

It doesn't matter whether you upload it first or not, the important thing to do was to mail the hard copies to Accra which I think you did so you're good. I did not upload any of the documents online but I've been approved. AVO won't respond to email queries after you mail your passport to them. Just give yourself within 30days from the day you sent them your passport, they will surely update your GCkey and write to you. Just have patience, we all had to deal with the patience.

And also I forgot, your ecas won't show background check update. It will only change to decision made, And then your GCkey will be updated with counterfoil number.

I guess IRCC fixed the issue with labeling in GCKey. For the line about documents, mine had been blank for the past few weeks, since the last update. But now it says that the additional documents have been received. Nothing else has changed.
