land in montreal? (destination is BC)

im reading conflicting reports on montreal, wed like to land there as its the only direct flight. however according to various bulletins etc they only want people who are going to reside in quebec to land at montreal. has anyone landed there but plan on residing elsewhere and have no csq?

Provided you have proof of continuing travel/settlement out if Quebec, you should have no issues.

This is more beurocratic. Quebec has their own wrinkle on the pr entries. Like you need the csq thing first and they generally prefer to process people that have gone through their version of the immigration system. I imagine itd be ok just not as easy as other ports.

Don't worry about landing in Montreal. My wife landed there and cbsa didn't even ask to see my wife's CSQ. The CSQ is only needed when you register for quebec goverment service for the first time. You can landed in Montreal, go out to visit for days or more then continue your trip to final destination.

It doesn't matter that my wife destination was Quebec, when she landed, first she saw an CBSA officer like every immigrant and they don't care about csq since they process only federal paperwork. After the official landing she pass throught quebec immigration office where they check your CSQ and give information about Quebec gouverment service (if your destination it's not Quebec you just skip that office)

For the timeline, we have been unlucky lol. My wife landed early september and she get caught in the middle of a bunch of foreign student, it took her 2h30 for queuing and 15 min for the landing itself.

According to CIC, if you do not have a Certificat de Selection (CSQ) or proof of onward transportation out of Quebec, you will most likely have difficulties in "landing" there. The main problem is that this decision is at the discretion of immigration officials at the port of entry in Quebec. If you have indicated a non-Quebec destination but try to land in Quebec, you might have problems at the border, since Quebec has the provincial authority to choose its own immigrants, and has a somewhat different immigration process.

Again, if you do have to land in Quebec without a CSQ, you should be able to show that you are continuing on to a destination outside Quebec.

No problem at all :) You don't have to stay in your destination province. Ounce you landed you can stay all over Canada, the only exception is Quebec where you need a CSQ to get goverment service. And for family class sponsorship, the CSQ is really easy to get just paperwork and ... money...
