Your question isn't very clear. Do you mean showing up in person to a CIC office and requesting urgent processing of a PR card? If so, no - that will not work.
My question is that will they issue new PR card at my hand(in person) on urgent basis at their any CIC office?

No, it will take somewhere between 45 days to 60 days to get PR card.
They don't do urgent processing even if you visit them in-person.
Infact there is a different process if you want to travel without PR. Please consult the CIC site for that. It is a lengthy process and 50-50 chances for getting the approval.
