This happened to me back in October. My husband lives in Cuba and my mailing address is in Canada, so I needed "permission" apparently to handle all documents from the one address. They don't always ask for this. My friend who is married to a Cuban went through the exact same process as us, shared all their forms, and their application wasn't sent back for missing this form. I'm sorry this happened to you too.

1) The first space is for representative signature: if the spouse is the representative then should spouse sign here ?
2) the second space is for applicant signature: is it for applicant to sign here ?
3) the third space is for spouse signature: so here again does spouse has to sign?

So there would be two places where spouse will sign?

if your friend wants to have himself as the point of contact for the applicant then he has to set himself as a "representative" for the applicant. there is a form on the CIC website to fill out its called "use a representative"

I haven't seen reference to anything like this in my account. Am I just really bad at looking at my account or is there something that causes a documents section to appear?

After you logged into MyCIC, on Application/profile detail page you should see [View submitted application] on the left hand bottom. When you click that, you should reach the page titled [Documents submitted by the client].

and this below information is it FRC ????? please help me out of it...

Certificate or Household registry. If your documents are not in English or French, send a
notarized(certified) translation with a copy of the original version. To have a photocopy of a
document certified, an authorized person must compare the original document to the
photocopy. Neither you nor your family members may certify copies of your documents. This
must be received at this office by: 2018/01/18
