Just print from the CIC website where your spouse name is mentioned along with ITA
should be fine

Actually no. They clearly state they do not issue COC for periods of stay under tourist visa. They checked the period of stay according to the dates of your working visa (start date) and cancellation of employment pass letter.

You might get lucky if let's say you stayed in Singapore 1 week on a tourist visa before being on EP/S-Pass and they include this period in, however if you visited before/after your "main" period of stay under EP or whatever, they will not include it.

Since I visited SG after my main period of stay (where I was employed), I drafted a LOE explaining this to CIC attention + email correspondence with Singapore Police Force, asking them to confirm by email => included in my e-APR. Just to be safe.
That is not what happened for my wife and me. She came to Singapore under her tourist visa for months before she decided to stay and got a EP. For me the non-NRIC period was shorter basically between me renouncing my Singapore PR and hence going on tourist visa and the date I left Singapore.

For both of us the entire period was continuous and they put the period we mentioned in our appeal in our COCs. If you have gaps, then you are out of luck but a LOE as you mentioned is good enough.

Your situation is different yes, maybe in this case they are more willing to "grant" it to you. But the rule is clearly stipulated: they do not deliver COCs for periods of stay under tourist visas. I guess it is up to them to chose in the end.

No, You just need one and moreover there is no specified dates mentioned in the SG COC. Clearly state the day you entered the country for the first time and then left for the last time and also mention addresses you might have stayed during that period in your LOE.

Also, provide all visa stamps on your passport, EP or Student pass approval letter while you submit your application. In my case, I entered SG as student in 2006 and left under EP in 2010. In between, I have stayed under Tourist Visa maybe for 3 or 4 months. I didn't really mentioned it specifically but I did provide the tourist visa stamps as well along with all other documents such as EP, Student Pass, approval letters etc.

"Apellants must have resided in Singapore for a minimum period of 6 months, under a valid pass issued by the Immigrations Checkpoint Authority (ICA) or the Ministry of Manpower (MOM)."

This does not include tourist visa.

https://www.police.gov.sg/e-services/apply/certificate-of-clearance/appeal-by-non-singapore-citizens
You can quote anything but it still doesn't change the fact that people achieve a COC covering their tourist visits.

And are you saying that the tourist visa issued by ICA is NOT A VALID PASS?? Cause the website did not mention in black and white that tourist visa is not accepted.

Please stop spreading false information.

1. Some countries don't even need a visa to visit Singapore. I didn't need one.
2. Email or even call Singapore Police Force before saying people spread false information, you'll save everyone a precious time.
3. Oh wait, Imma copy/paste the email I received from SPF and included in my LOE together with my application.
4. Please stop talking on behalf of SPF.

"Mr xxxxx,

Please note that the Certificate of Clearance (COC) is only issued to persons who have resided at Singapore for a minimum continuous period of 6 months or more under the pass issued by the Immigration and Checkpoints Authority (ICA) or the work permit issued by the Ministry of Manpower (MOM).

We do not issue the COC for social visit or multiple social visits to Singapore.
