Hi @moose17, your backup plan is a good one. I've lived in both Toronto and Waterloo and I much prefer Kitchener-Waterloo. I lived there for 13 months and still have friends there in the Tri-City area. Not sure if you are in IT, but IT jobs are still very much in demand there. I'm not a big city type of person so I'm biased, but as your Plan B goes you could do a lot worse.

I'm glad that's considered a good plan by someone more familiar with the area! My husband's in engineering so there's demand there, just not as much as in the GTA. My searches saved on indeed.ca tend to show 4 times as many new jobs in the GTA vs the K-W area each time I look.

Was that supposed to be harsh? I simply do not have to answer any questions here. CIC won't raise the bar because Canada needs laborers as well. And there is no rule saying that laborers cannot be skilled and well educated. Ask any Canadian citizen to survive for 12k/year.

That is the plan and not just in Canada. From what I have read, more than ever before people in USA are choosing college. Unfortunately those good paid opportunities do not raise the same level the amount of new post secondary schools are opened.
So yes highly educated laborers will be future for some of the immigrants.
