It looks like there might not have a draw today....

Maybe or maybe not.
This is ray of hope, so we won't lose hope. We still have a chance for a draw today.
If not, this means that we will have our ITA later, but we're gonna have it.

It's an official seminar about Express Entry (7 may 2016); at minute 18.25 he says that the scores will likely drop below 400 points.

So, keep hope!

What is the processing time from India?

Currently close to 2-3 months at max.
My AOR was 22nd July, Medical Passed 28th July, IP1 29th July, PCC request 29th July, PCC submitted on 22nd August

This isn't delayed. It's quite normal.

We have had instances of late draws but those have been rare...with every passing hour , the chAnces are getting dimmer & dimmer

There is, you must be in the previous rounds link (this one: http://www.cic.gc.ca/english/express-entry/past-rounds.asp )

Since I've been hanging around here, it seems like it's been an even mix of early and later. But I didn't look at the numbers.
