My sister and her husband just became permanent residents in Ontario. They have been working in Ontario for the last 1 year with pay > 40k$. Will they be able to sponsor me?

No, your sister will not be able to sponsor you since she has a husband. You are only allowed to sponsor someone (like a sibling) if you have no spouse or children, and both of your parents are dead. You will need to go to Canada based on your own merits (i.e Express Entry).
