ETA after renunciation of PR Card

My daughter (South Korean) had renounce her PR card in 2011 and traveled several times Canada to visit her Canadian parents.
She has no record of renunciation.
Her application for the recent ETA application and instructed to renounce her PR card (if she choose).
But she cannot renounce her PR card which was already returned.
Now how can she proceed her application.

Whatever she did, it sounds like it wasn't made official so she is still a PR.

The problem is that :

Back in 2011 she either didn't fill in the app to renounce status correctly, or the Embassy didn't process it correctly. I'm not even sure if the Embassy is the correct place to renounce PR status?

Regardless the reason, she is still a PR so must go through the formal renouncing process (again) as linked to above.

Yes. She renounced it. After she renounced it, she visited me (Canadian citizen, living in Canada) several times not with PR card but as normal visitor (visa exemption until her last visit in 2015). After ETA system, such problem has come up very strangely.

No, she did not renounce it. She may have thought she had, but as I said either through an incorrect application or a mistake by Canadian government, her PR was not renounced so she is still a PR today.

Before eTA system, PRs could easily travel and enter Canada just based on their visa-exempt passport so it's no surprise this was not detected in all that time.

Now with eTA system in place, background search has revealed she is still a PR. She must renounce it (again), else she will not be able to get eTA or fly directly to Canada.

Whenever she entered Canada after her renunciation, she was called to have interview border officer and then cleared. At that time, she was always pointed that point and explained it to the Canadian officer. This means that her PR was renounced it.

Furthermore, how can she start to renounce again, because she already returned the previous PR card.

Quite often if someone is entering on a visa-exempt passport CBSA doesn't notice someone is still a PR, or doesn't care and won't even mention it.

If she successfully renounced her status, then the eTA system would not tell her she is still a PR. It is telling her she's a PR and needs to renounce, so she is a PR. Pretty simple if you ask me. Arguing that her PR status is gone, will not help her get an eTA approved.

She doesn't need a PR card to renounce her PR status. Read the guide linked to above.
Or you can try arguing with IRCC that she attempted to renounce it back in 2011, though I have no idea how you would even begin this process.

Based on the information you've provided, the renunciation was never officially processed. She should proceed with the paperwork to officially renounce. Having / not having a valid PR card is not an indicator of PR status.
