Hey guys!

my husband lived in Singapore for a year, so he will need a PCC. I understand that we need to send the ITA for them to grant us the document, right? The fact that he is not the principal applicant can be a problem? I read somewhere here that someone had trouble with that.

If there is a nice soul somewhere here that could share the step by step, I would really appreciate it! ;D

I am in fact very anxious, since the PCC and Meds (which are fairly quick t obtain) will be the only documents missing after I receive my ITA!

Yes, SPF (Singapore Police Force) expects you to send the invitation (with the names of the applicants being listed in the invitation) for them to issue the CoC.

If the invitation letter from CIC doesn't have your spouse name, you can still proceed to submit your profile without the Singapore PCC of your spouse. Just write an LOE explaining the same and requesting a new invitation with your souse name included. CIC then will send you a new/updated invitation in a month or so and gives you time to obtain the CoC.

My case a little similar. My spouse and I had lived in Singapore and so we needed to include CoC in our application. ITA sent by CIC has only my name, being the primary applicant and SPF rejected to issue CoC for my spouse as her name wasn't listed in the invitation. We prepared to proceed with the application without her CoC but just a trail, sent an explanation to SPF that CIC issues invitations only to the primary applicants and not to the dependents. To our surprise, SPF accepted that explanation and issued CoC to my spouse too. Now we are in process of finalizing other documentation to proceed with the submission.

It may or may not work for you but you can still try. Just write to SPF explaining the scenario and request to issue CoC. Make sure you provide enough evidence of your relation (primary applicant on CIC and the dependent seeking CoC from SPF). Still, be prepared to submit your application without dependent's CoC.

Also, can u shed some light on making the payment. website says we can do it using the cc, but didn't say it it any card i.e. CAD or only in SGD.

Your ITA includes a letter from cic and you can use that to apply for Singapore coc. Separate letter from cic is required if your name is not in the letter sent by cic as part of ITA. I paid using internet banking as I still hold DBS account but I'm sure there is option to pay through cc.

Just one more question: after SPF accepted your explanation, how long did it take them to send you the document? Do you think it's possible to have it shipped to a third-party in Singapore so I can receive it more quickly via FedEx?

We dropped a email to Singapore police asking if we could use ITA to do the appeal. They replied No, need to get a letter from CIC. The letter from CIC happens post eAPR. If any of you have success with a ITA letter let us know so others can go the same route

You can authorize a pickup by third party in Singpapore, do not know if you can ask them to ship it to them.

It's better to ask a 3rd party/proxy (e.g. Friend, relatives ...) in Singapore to collect the COC on your behalf. Then your friend/relatives just sends you a good COC scanned colour by email so that you can upload straight away in your CiC account. You will save so much time ... then your friend can send the originals to you via singpost (as a registered post mail) for about 10-15 sgd. however, be careful, you will need to provide to your friend a letter of authorization so that she/he can collect on your behalf. What i did is that i sent all the necessary documents to my friend in SG (including the letter of authorization for her to keep and bring along for the collection and then she mailed the others documents to SPF).

The same for me, SPF rejected my COC appeal based on the ITA letter. They required the letter from CIC that i need to provide a PCC from Singapore. CIC sent me this letter about 15 days after my AOR.
If your spouse is included in your application => mention in a LOE that you and your wife will need this CIC letter to apply for this Singapore PCC/COC

Just fyi, the process took me around 3 weeks (from receiving the CIC letter until my friend sent me the COC by scan email)

The processing hardly takes 2 or 3 working days but if you select post, it would arrive in about 2 weeks, based on your country of residence. Better option would be to select In person pickup while submitting the application and have your friends or someone pick it up from SPF office and ship it to you through fedex.

I have, and that's what everybody does. May be you should have just used that instead of asking that might have confused SPF. Just appeal for CoC using the attachment you received in your ITA.

not sure if this is still a common practice because in December 2016 based on what I found on this forum, I applied for my COC appeal with the ITA letter but SPF rejected my COC appeal and requested me to provide the official letter from CIC stating that I am required to provide a PCC from Singapore. So I had to wait for CIC to send me this letter to apply again for COC appeal.

but indeed, alzs-, you can always try to apply for your COC appeal with the ITA letter ... maybe SPF would accept it ...

That's right, as far as am aware they need a letter from CIC for issuing PCC, that's what my friends did in the past.

Meanwhile could you help me to provide few more details pls.

Do we need to specify i.e. address & phone nbr in SG in the eSPF application that my friend will be collecting in person so that they can hand it over, provided as u said I'm giving the letter of Authorization? Also if you any format, request you to share it here please.

And can I use my friends cc who is in SG for doing the payment? becoz process steps says we can do it using cc, but didn't say if it can be of any currency. I'm in Canada right now.

It's been close to 45 days i got my AOR, and i'm still waiting for the request from CIC for SG PCC. Worried now after hearing that you received in just 15 days after AOR.

Not sure if I can use other countries cc as didn't go till that stage. So, did you see such option of accepting other cc's while doing the pmt?
And can I use my friends cc who is working in SG?

As far as I remember, we don't need to provide an address & phone number in SG in the eSPF application.
This the draft letter of authorization I used and worked for me ...

I sent the original letter of authorization to my friend for her to bring along with her ID or passport (the ID # mentioned in the letter).


I guess that you can use the CC of your friend in SG (providing that he agrees and SPF just needs a payment ... I think they don't mind where the payment comes from) but I cannot confirm coz I used my bank account in SG for the payment. However, I think that overseas CC could be used coz not everyone has a bank account in SG ...

45 days seem a lot since your AOR ... from what I've seen on this forum, CIC generally sends the letter quite fast (i.e. within 2-3 weeks after AOR) but maybe I'm wrong ...
Are you sure, that you spent a minimum of 6 months in SG ? have you mentioned in a LOE what is stated on CIC website ? "I am applying from a country that requires an official request letter from IRCC to get a police certificate."

May be SPF is getting these requests too frequently these days and decided to help out the people :). I applied for CoC early this month (with ITA) and received it yesterday.

In fact, SPF has accepted my wife's request for CoC without her name in the ITA. They first rejected but we sent an explanation that only primary applicants are listed in ITA and not the dependents and requested them to consider. Honestly we were not hopeful but planned to proceed without my wife's CoC and attache LOE requesting new letter from CIC.

To our surprise, SPF has accepted our explanation and issued CoC to my wife too. We may be lucky but SPF may have started using commonsense :).
