I am not really certain what CIC is doing right now. They have previously run into huge backlog issue, and it seems like they are on the same path again. There are still people who are waiting for a very long time, and they invite en-mass continuously last 2.5 months.

At the same time we dont here about:
- increasing number of CIC staff
- new IT system to process cases faster

nor we hear anything about

= relaxation of immi laws to allow faster processing.

When it comes to have more immigration officers, that is not very probable. You can still find their 5 year budget and there is no budget increase planned for this year. On a contrary, budget cuts are planned in 2018.

When it comes to new IT system, I have seen some articles about that. But then I would be really wondering how do they want to standardise some data (for example reference letters).

Changes in the immigration law are possible and they will surely be, but if will be for the benefit of economic immigrants, that is questionable.

Another thing is that the amount of the invited ITA does not match with their yearly plan for immigration anymore. It is as if they already calculate, that half of them will never complete application (people declining ITA, application cancelations and rejections).

Not sure about the last point, as for example in case of Australian Immigration system, which also issues ITAs (same principal), the ITA non-converted to visa application rate is 5%. I dont think it will be fundamentally different for Canada.

Would that be the truth, then we will be facing higher rejection rate. (we have currently double amount of ITA then what it is supposed to be against the immigration plan).

i think they will simply cut down the number of ITAs going forward. The quota is 72k and in Feb alone 12k were invited.

By the way, do you know which period immigration plan covers? 12 months starting from when? Calendar year?

It is 71k immigrants + 50K PNP (from which app. 1/2 uses EE). - gives around 91k immigrants
But not 71k applications. That would be more like 41k to 45k applications. And yes, In February alone more than possible applications can be comming.
From what I know they seem to count from July to June next year. But I do not know if 2017 is from 07/2016 to 06/2017 or 07/2017 to 06/2018. I also have no idea if what they count are COPR issued or landings.

I recently got AOR and wonder how long it will take for IRCC to finish the completeness check of documents? And what sign if it is done?
