in IMM0008, question 11, they ask the last entry to Canada.
my last time entry on Jan 2, 2013 from New York.
but, on May 11, 2016 I did flag pole to get my work permit. and there is a stamp on that day, also border services agent write May 11 2019 on the stamp. because my work permit is from May11 2016 to May 11 2019.

so which date is the last day entry Canada?

It's a good question, considering when you flagpolled (if that's even a word ;) ), you never actually entered another country, which makes you think you never fully left Canada, but...there is that `unknown zone' that lies between the CBSA and CBP buildings.

Using 11 May 2016 probably is the correct answer.

But if a person never really enters the U.S.,...have they in fact crossed the border out of Canada?

Totally appreciate what you are saying... Honest question: Isn't the land boarders, bridges, and even areas in airports (passed security), the region between them considered international territory?

That's what I have been calling the `unknown zone', as in my initial post in this thread.

For example, I've heard of people who were inadmissible to Canada, meeting friends/family at the Peace Arch POE in BC, where there is a large grassy area between the real borders.
 
I think they consider that an international zone. I ask because, for example, WWII, Canada declared the maternity ward of Ottawa Civic Hospital to be an int'l zone do the dutch royals could give birth to the princess there, while in exile, and have her retain dutch-only citizenship...

Moot point really .. my supposition was if you passed CBSA that would be an entry...

Hi, what did you write in you file May 2016 or Jan 2013? I am also stuck with the same question.
