Since you already paid the Right of Permanent Residence Fee (RPRF) and submitted the same receipt again on August 25, I would not pay it a second time unless IRCC specifically tells you that there is a fee difference or that the original payment was not accepted.
IRCC’s current fee guidance says that if an applicant paid an older fee before the April 30, 2026 increase, IRCC may ask only for the difference between the old and new amount. The RPRF increased from CAD 575 to CAD 600 on April 30, 2026.
Since your passport has already been submitted and there has been no update after you re-sent the receipt, the practical next step is to use the IRCC web form to follow up, include your application number/UCI, the receipt number, the date you first paid the RPRF, and the date you re-submitted the proof. IRCC says visa offices abroad process permanent residence applications, but applicants generally should not contact the visa office directly unless the office contacts them first.
Also check your IRCC account/messages carefully in case the August 25 request was actually asking for a fee top-up rather than the full RPRF again.
I wouldn’t assume the passport delay means refusal. It may simply mean the file is waiting for the fee issue to be cleared before visa issuance.
