Citizenship application returned while studying in USA

Hi everyone!

My Canadian citizenship application (submitted July 24, 2026, from Canada) was returned yesterday as incomplete due to an issue with my IDs.

The notice asks me to re-upload my IDs and travel documents. I’m positive that I uploaded both IDs correctly the first time and that the scans were perfectly clear, so I'm confused about what went wrong. I uploaded foreign ids, my foreign passport and the texas driving license. I could not upload PR card because, 2nd ID has to be Canadian as well and I don't have it.

Since the portal is making me update my physical presence calculation, it looks like a fresh re-submission. I am currently in the US temporarily, and when I try to enter physical presence, it won't let me go past without entering returned to Canada date, which I won't have.

Appreciate any guidance!

Very confused as to how you don’t have 2 Canadian IDs? Did you attempt to obtain Canadian IDs so you could met the requirements? Were you in Canada when you applied?

If you didn’t include the IDs required then you were correctly refused and you will have to reapply again when you return to Canada if you still qualify.

I had canadian driving license but I had to exchange that for texas license when I went on f1. So I only have canadian PR card. Applied while I was in Canada for summer vacation.

If you didn’t submit a complete citizenship application it was correctly returned. You will need to reapply when you return to Canada if you still qualify and take steps to ensure you provide a complete application.

I did submit a complete application . I uploaded foreign passport bio pages and texas DL. What made you think it was incomplete? The only thing that explains is the bug in their system and they never received it for some reason.

Did the Texas DL meet the requirements to be included as a form of ID? You can always request reconsideration of your application if you feel like your application was completed correctly. It sounds like you will not be in Canada in the near future to reapply so you likely have the time to wait and hear about a reconsideration request.

I am flying back to canada in about a week to reapply again & come back. Yes, if you use foreign passport bio page, second id cannot be the PR card, and it can be any second foreign Id. So it was a complete application. I was wondering in what case the application might have returned, because I will be uploading same documents again if I reapply. I have seen applications returned because of the missing payment receipts even though it was uploaded. And the reason I post here is because if this is common & what would be the reason? Bug in their system?!

As far as I recall, the first ID has to be passport or PR card. The second one is Canadian IDs (DL, Provincial Health ....) having photo, signature etc etc. Are you sure about this - it can be any second foreign Id ? You may want to confirm while reapplying. Thanks.

yes, if you select foreign passport then second id can be Canadian or foreign
