Unfortunately, the reply doesn't tell you which specific stage is pending (for example, security/background checks) or give a specific timeline. Why don’t you try ordering your GCMS notes? They may provide more detailed information about your application status and show which stages have been completed or are still pending.

Thank you for replying my desperate post, yes I requested ATIP privacy act since privately sponsored refugee outside Canada aren't allowed to order GCMS note unless representative in Canada request on behalf of applicants with consent letter from the applicant

You didn’t mention you are a privately sponsored refugee. When did you apply and what office are you being processed through? Not sure why you are under the impression that your application has started being processed from scratch. The processing times for privately sponsored refugees are just incredibly long. Typically over 5 years and with reduced quotas and backlogs processing times have been increasing at many offices. Have you passed eligibility? Have you had an interview?

My application is PSR submitted 2022 , yes interview done and pre-arrival letter received, biometric enrolled, medical results received by IRCC and updated my ECAS online, attended COA sessions abroad or so called orientation, received eligibility approval for sponsors and applicants both received, normally at this stage applicants expect Final decision from IRCC, however IRCC says responsible office will review the documents that have been received which means I'm in final stage at this point.
PSR estimate process of 5 years exist but according my achievements i should have been having a decision made it's all about case by case nothing fixed when it comes application process, the applicants that we share same profile are already gone

Prearrival doesn’t actually mean anything it is purely procedural and happens after eligibility. Have you passed on the background checks? What office is processing your application? You are experiencing fairly normal processing. There are still many 2022 applicants who have not received a final decision. There are significant backlogs and Canada has reduced the amount of private refugees it accepts annually. Don’t think you’re going to get much information about potential time left until you receive a final decision from the Canadian government. Your best option is to share information with others waiting from 2021-23 especially from the same processing office.

GCMS/ATIP notes should show whether you have completed your background check. Processing isn’t done in a strict chronological order. I am saying you if you have completed background checks you are likely in line for final decision and after they you will be in line for PPR. Nobody is going to be able to tell you how long you are going to have to wait until your get FD and the PPR. You may need to wait weeks but could also be waiting years. My guess would be 1-2 years maximum. Your processing is not abnormal so all you can do is wait.

if I only knew when they started background check, mostly said after eligibility either Post interview or eligibility approval by ROC-O means benchmark letter of notification I'm hoping earlier before time you mentioned, I understand you don't mean badly, however the last correspondence from IRCC said that my application is currently with officer view desk
