It’s not based on the country of birth. Thousands of Iranians got their fd without going through the comprehensive check. It’s just random I think as everything else is in the IRCC

I agree. I think it is the agent's preference. It has been more than a year since they sent it for the comprehensive security check.

Since you are currently in Canada, inquire with the Kuwaiti Embassy in Ottawa whether you can submit your fingerprints there for the purpose of obtaining the Kuwait Police Clearance Certificate?

Yes, I had my fingerprints done here and sent them to Kuwait Embassy, but it was still refused. They were saying that the person should be present in Kuwait then we take his fingerprints. I presented all this evidence/email/communication to the IRCC, and they were satisfied, and thanks God, I have received PR.

It generally means that the officer has assessed the application as non - complex , meaning it does not require unusual or complicated processing .

Also what happens to dependants who were below 22 at the time of application but are now well above that due to the extended processing time? Will they still be granted PR as dependants if they pass every other stage successfully or do they become excluded?
I'm just a bit worried now.

They will. The lock-in date is the exact day IRCC receives a complete permanent residence application, which freezes a dependent child's age for the entire processing period.To qualify as a dependent child, the child must be under 22 years old on the lock-in date. They must also be unmarried or not in a common-law partnership. If your child meets this conditions, then you dont need to fear.

Notwithstanding, I made a request for all three of us but Quebec is saying that only my CSQ can be issued since they weren't listed on my instruction letter as dependants.
Anxiety meter rising again fast.

ircc will issue another letter for your dependents if they are outside canada then u can apply for csq
