It's an official email from IRCC confirming that your Permanent Residence application has been received. Most of the time, sent to sponsor. To be honest, I haven't seen an AOR letter in forever!
As for linking your application to GCKey: you usually have to wait a few days for the application to be registered in their system first. When you try to link it and are entering "numbers of applicants" add 2 instead of 1 (if your spouse is the only applicant)

One quick question, today my application got biometrics letter to submit in next 30 days. But I have submitted my first biometrics for a visitor visa which is rejected and is valid till June 2032. In spousal PR I got to submit biometrics again? I thought it’s not required since I have my biometrics valid still. One more thing I have unknowingly paid biometric fee in spousal PR application without knowing my biometrics are still valid. Should I reach out to IRCC and let them know that I have valid biometrics for the application which was submitted before? Or should I submit biometrics again for spousal PR since I had already paid biometric fee unknowingly. Please let me know your thoughts.thanks
Did you pay the RPRF upfront?even I got same email from them because of insufficient funds for processing my application. I need to pay extra 30$. What is the process and how to send payment confirmation to them? Will they confirm my application in progress once I submit this ?

I have checked in the link provided by you for eligibility of biometrics it says this:You need to give your biometrics.
If you’re applying for permanent residence and you’re between 14 and 79 years old, you need to give biometrics.
You need to give your biometrics even if you already gave them when applying for temporary residence.
