But can't check which stages are complete and which are in progress without the tracker hopefully it will be up soon. You're obsessing about this. They have already responded to you and are working to fix the issue. The tracker doesn't have anything to do with the processing of your application. Have patience.

There is no way to get average processing time of each region, and processing times are anyways unique case wise. It took my friends 3 months from submitting to getting ppr while the official timelines on the site was 10 months. So can't really go by average times or the official published processing timelines as well. Some of the details are published on gc key account but for tracking need to wait for the site to be functioning. So it is important that the tracker is brought back up which as per past track record takes 2 to 3 months to start functioning after an issue.Just be patient. Look at the processing times for other people in your region (India) and you will have a general idea of how long it *could* take based on the average time. They are working on the application whether you can see the tracker or not. Go, keep busy with something else in the meantime.

The timelines posted on Ircc site is the maximum possible amount of time needed not the average time needed. The average as per IRCC is in the case of 80% of applications. Of course there are outliers.
Incorrect. It's not a maximum, there is no maximum. It's the average in 80% of cases. The timelines posted on Ircc site is the maximum possible amount of time needed not the average time needed.
Not true The timelines stated are the worst case scenarios including all the exception flows, adrs, interviews etc.Incorrect. It's not a maximum, there is no maximum. It's the average in 80% of cases.
"Calculated based on how long it took to process (80%) of similar applications in the past."
