No. It just means your file is parked and forgotten. These are known as "bottlenecks". If you go through Candavisaforum, such cases happen every year. I found many such cases for 2023 and 2024. Ideally, if your local office is processing the file and oath office is same, most times as soon as your LPP is done its queued for oath. Script runs and most people get oath in 1 to 4 weeks.
But when your oath office and processing office is different, a lot of things are not automated. Vancouver processing office (where my file was) is notorious for forming batches and then sending it to local offices. Once your LPP is done, they don't release file to local office immediately. They make blocks for few weeks to few months and then dump it to local office. Local office ignores this huge dump and keeps processing its local files.
These bottlenecks can last 2 to 5 months (LPP to Oath invite), and in very rare cases 6 months. Like for August 2025 Montreal applicants processed in Vancouver, it is from 3 to 5 months. For October 2025 Montreal applicants processed in Vancouver, it is from 2 to 3 months. July 2025 Calgary applicants processed in Vancouver office waited for 4 to 5 months, and then it suddenly broke.
They rarely exceed 5 months, especially if its a huge cohort (like August applicants). This is not because IRCC is concerned about the applicants but it start to hurt their own stats, or they become liability. Because after LPP, you are unofficially a citizen, in GCMS notes it would show "Citizenship granted". Its stupid and incompetence in my opinion to hold off oath for months, and new files get oath quickly. But its bureaucracy and 12 month service window is their legal shield - MP or IRCC will not help you.
This is all my analysis - going through different forums, feeding patterns into AI (Gemini, Meta AI, and AI mode google), sometimes occasionally friendly IRCC agents on phone (although its very rare). One of them himself said on record, IRCC often prioritizes new files as it looks good on their office stats, its easier to schedule local files and also prevents from future bottlenecks to form.
