applied for super visa .. got refusal
Refusal letter says : we have reviewed ur visitor visa TRV application? What should I do ?
 
A supervisa is a TRV. So without knowing reasons for refusal then you reapply if you can address the reasons. If you think this is reconsideration the send webform saying there is an error in law for the refusal reasons. IRCC can process a supervisa as a visitor visa.

Assume parent has at least one refusal. So if parent applied for supervisa with medical, health insurance, met LICO with NOA then you can ask for reconsideration. IRCC can decide to process as TRV even if applied for TRV. A supervisa is a TRV. Even with supervisa need to address "temporary stay" and show ties to return.

IRCC may or may not even reopen the file if ask for reconsideration. There are no timelines and usually faster to reapply. If parent has applied several times in the past then don't reapply for some time.
