Odd. For other types of apps leaving something out is called not accepted or returned, not rejected - and rejection should give a PFL. Did they say whether you have to pay again?

No, I think I don't need to pay again. The whole application is available for me to resubmit even thought it says rejected.

Okay - this seems more like what is called just a return of an application (at least for eg family sponsorship) as being incomplete. A modest pain and in my opinion incorrect, but this doesn't sound like an actual rejection.
