If we can find a Member of Parliament (MP) to sponsor our cause, an official e-petition can be launched on the House of Commons website. Once it is live, we can all sign it, and the MP will formally present it in Parliament

The current processing system is deeply unjust. Countless individuals have endured years of separation from their loved ones, yet dependent family members cannot receive their Permanent Residency (PR) until the principal applicant's file is approved. This systemic bottleneck does not just impact single applicants; it causes prolonged emotional and financial hardship for entire families
You are correct. We need MPs to support us. Do you know that we are only 20,000 applicants? We could easily receive PR within a four-month based on current quota. We represent only about 15% of all cases, yet they skipped us. We are living in a very difficult situation because of our refugee status.

another hypothesis ircc is literally waiting for Bill C-12 to pass, bill is in its final stage and might be passed at the beginning of March. After that they may expedite the processing.

C12 is not relevant to PR applicants. It mainly applies to refugee claimants. Please read it carefully first.
I have read it and watch all meetings and I haven’t found a single point for pr applicants

Then why IRCC is not working protected persons PR applications they are waiting for what?

There's no such thing as "not working." There are people who are gettinh Final decisions during this process, but the acceleration mentioned hasn't started yet, I think they're making the necessary investments and systematic adjustments. Someone in forum said the acceleration would start in April, they might be working on some systematic changes.

They are working, but very slowly. Last month, they issued only 200 PRs. I heard in this group that they have already issued PRs to some 2024 applicants, including some who applied in the middle of 2024.

They might have already started, but not in chronological order. We need to ask them to process applications chronologically by filing petitions and contacting our MPs.
I think the date (April) is not accurate. How does he know that date? What is the source? I am pretty sure they have already started, but unfortunately not on a first-come, first-served basis. I think they might issue PR to some 2024 and 2025 applicants before us because their security checks from their previous refugee applications are still valid. For most 2023 applicants, those security checks and other checks have already expired because we have been waiting for almost three years.
We need to act fast

now a days, some people are getting final decisions, due to some cases are straightforward (clean background checks, no dependents, no travel history).
some visa offices or case processing centers move faster than others. and Canada’s fiscal year starts April 1. Departmental funding, staffing allocations, and targets often align with the new fiscal year. so we would expecting following new hires, Redistributing protected person PR files, Internal system updates & Backlog reduction initiatives

Permanent Residents – Monthly IRCC Updates dataset on the Government of Canada in 2026, exact data for January 2026 alone (the number of protected persons who received PR in that single month) has not yet been publicly released in IRCC’s monthly datasets at this time.

I think we should file Mandmus that is the only solution
For Protected Persons, a Mandamus application can be an option against Immigration, IRCC, but it depends on what is your case stage at.
Mandamus may work if your application is well past normal processing times & you’ve had no meaningful updates.
Cost & Risk
Legal fees often $4,000 to $8,000+takes 2–6 months
IRCC may act quickly once served (many cases settle)
No guarantee of approval only a decision.
My friend, who works as an immigration lawyer, mentioned that Mandamus is more successful when the delay is clearly unreasonable.

Mandamus likely won’t work because all 2023 applicants are delayed, so the court may reject the application. Instead, we should contact our MPs and explain that IRCC has skipped 2023 files and started working on newer applicants. We also need to speak with an IRCC representative and ask them to process the 2023 applications chronologically (first come, first served).

This is not a kebab line where it’s first come, first served. Ircc processes files based on risk assessment, quotas, policy priorities, and operational considerations. There is no written rule that applications must be processed strictly in chronological order.

IRCC works in chronological order. By the way, you already received your PR in August. Why are you still here? I bet this is one of Ruslan’s accounts.
