Hi All, If a person applied for Permanent Residence under the OINP PNP Masters Graduate Stream from Ontario, Canada and the application is currently under processing. The applicant has already received AOR and a biometrics (fingerprints) payment request.

The person is currently outside Canada and understands that once PR is approved, their work permit will be cancelled and PR status will replace it.

The question is:

If PR is approved while the applicant is outside Canada, can the person receive their PR card outside Canada, even though the application was submitted from within Ontario?
Alternatively, will the applicant need to return to Canada first to receive the PR card, or apply for a PR Travel Document (PRTD) to re-enter Canada?

Has anyone experienced a similar situation under OINP (Masters Stream) or inland PR applications?

Any clarification or real-life experiences would be appreciated!

Assume you have notified IRCC of your change of residential address and that you are no longer in Canada. You will have to return to Canada to land and obtain your PR card.

I understand that once PR is granted, my PGWP and multiple-entry TRV become invalid. Since I do not yet have my physical PR card, I would like to confirm the correct and acceptable way to travel back to Canada.

1. Is it acceptable to apply for a PRTD to travel to Canada for the purpose of receiving/collecting my first PR card? Has anyone done this successfully?

2. Is there any time limit after eCoPR issuance by which a PR must enter Canada or collect the PR card?

3. Since PR cards are mailed, can a landlord or friend collect the PR card in canada and bring it to me personally outside Canada, and is it acceptable to enter Canada using that PR card?

Are there any risks or IRCC compliance issues with this approach? As i have not exited Canada with the pr card and assuming I enter with the pr card.

I want to ensure full compliance with IRCC rules and avoid any travel or status issues.

1. If you have updated (not optional) your address to your current address outside of Canada you will be sent a PPR when your application is approved. You will receive a COPR which will allow you to travel back to Canada.

2. If you are not in Canada you don’t qualify for an eCOPR and will receive a COPR. Yes there is an expiry date on the COPR that is typically one year from the date of your medical. You must land before the expiry date of the COPR.

3. Yes you can attempt to do this if you have a permanent address in Canada that is not a PO Box.

No compliance issues as long as you provide accurate information like your current residential address which appears to be outside of Canada. For people residing in Canada they have to confirm by email that they are in Canada before receiving an eCOPR.
