I think so. But you would have to return to Canada by a land border.

What does it have to do the fact Mexico exempts a visa when a person has USA/Schengen/UK valid visas, with returning to Canada?

I believe he didn't lose his card. He just is not a PR, and I really doubt that the airline can confirm somewhere if the person is PR too or just refugee.

I'm not PR, I went to Mexico 3 times this year and returned by air.

I’m a protected person without PR card yet which made me confused when the other person said I will have to return to Canada by land border.
