Clearly you have never lived in Quebec if you don’t think people are more likely to protest there. H&C applicants all have very different profiles and interests. If they have been monitoring the government or news it has become very clear that Quebec and Canada are trying to reduce temporary residents and trying to keep PR levels at a reasonable level that Canada can absorb. They have already failed for 2026-27 if they go ahead with one time programs that were not accounted for in the levels plan. Unless you are part of a specific H&C program any protest would have non-specific demands like increasing the quota which there appears to be no appetite for.

I never lived in Quebec but I know the major countries in PR admmission in quebec and outside quebec especially ontario or immigrants living there the major source country of all PR pathways in canada outside quebec..
All have different attitudes in immigration protests in canada..

Express Entry: Skilled Trades Stream - Suspension and Return of Applications

The Ontario Immigrant Nominee Program (OINP) has conducted a review of the OINP's Express Entry: Skilled Trades Stream (Skilled Trades Stream) and has identified systemic compliance and enforcement concerns relating to the stream.

In particular, the review identified systemic misrepresentation and/or fraud relating to Skilled Trades Stream eligibility criteria. These issues affect the ability of the director appointed under the Ontario Immigration Act, 2015 (Director) to determine whether applicants meet eligibility criteria.

As currently structured, the Skilled Trades Stream is vulnerable to systemic misrepresentation and/or fraud. This vulnerability undermines the Skilled Trades Stream's ability to meet the immediate labour market needs of the province, taking into account Ontario's limited nomination allocation. As a result, the Director:

has suspended receiving Skilled Trades Stream applications

will return all outstanding Skilled Trades Stream applications

in accordance with section 7 of Ontario Regulation 421/17 (Approvals under the Ontario Immigrant Nominee Program and Other Matters).

Applications that are returned will have their application fees refunded.

Applicants who remain interested in the program and meet the eligibility criteria for one of the other OINP's streams may submit a new Expression of Interest (EOI) to be considered for future draws.

This is not Canada/federal but Ontario. This is for skilled trades so not sure what has to do with study and work permits. Recognized the abuse of fraudulent applications, and not tied to federal immigration numbers. So not H&C or refugee issue.

The Minister of Immigration, instead of working on the important files of her department and fixing the growing problems, literally spends her time attending purely symbolic events that have nothing to do with her actual duties.
Last week, she was at the Lebanese Culture Month in Canada, then she went to Nova Scotia, and after that she celebrated Remembrance Day and now she’s posting a picture of herself eating shawarma...
