I received my TD application package back today, and application was rejected because they are not accepting eCoPR. Also, I called them today agent said PR card is required.
Has anyone applied with Ecopr before?

I looked at the application form itself, https://www.canada.ca/content/dam/ircc/migration/ircc/english/passport/forms/pdf/pptc190.pdf

3 PROOF OF IMMIGRATION STATUS IN CANADA (SEE INSTRUCTIONS, SECTION I) To establish your immigration status in Canada, provide a photocopy of one (1) of the following valid documents and write the requested information:

  • Permanent resident card
  • Temporary resident permit
  • Verification of status
  • Notice of decision issued by the Immigration and Refugee Board of Canada
  • Positive pre-removal risk assessment results letter


so they apparently don't accept CoPR as proof of your status. (It's not only eCoPR it seems - an actual old fashioned paper CoPR isn't on the list of accepted docs either.) For a PR who lacks a PR card, you'd need to submit one of the last three docs.

From the wording of the application form itself I'm guessing if you don't have a PR card but include that document then you'd be fine and it'd get processed. I'm guessing that this is how ref19to22 was able to do it without a PR card.

You could also try to obtain a VoS - see https://www.canada.ca/en/immigratio...tus-vos-replacement-immigration-document.html on how to do this. But note that according to https://www.canada.ca/en/immigratio...vices/application/check-processing-times.html the processing time for a VoS is six weeks.
 
try it with out eCopr just make sure u send 2 diff ids like your health card driver license and make sure you have them sign by gurator
 
And your decision of notice you must include that send a copy with your TD application

From my reading of the instructions it seems like the eCoPR might be optional/not needed, the decision of notice is more important.

Though, I suppose it doesn't hurt anything to include it anyways (for peace of mind if nothing else) as it's just one extra page.

I have a similar question if anybody could help we are struggling with this one so much.
My husband's applied for refugee which got refused 2 years back and his passport has also expired in 2022, but his passport is with IRCC as he once applied for refugee which is refused.
We then got married and he applied for spousal sponsorship which got approved and we have received his COPR.
We now have to travel outside Canada. We are not sure what to apply. If we need to renew his indian passport by getting the old passport back from IRCC. if yes how do we get the old passport back.
Or we need to apply for certificate of identity or RTD.
We are so confused we have received the COPR but not the PR card yet.

What kind? Is it an already signed eCoPR or the old fashioned paper one? Remember that unless and until signed by an immigration officer, a CoPR isn't proof of anything - you don't have PR, you haven't landed yet.

Once signed, you're landed and a PR.
We now have to travel outside Canada.

Why? Is there any way you can delay this? Even for regular PRs, for those with passports that lack visa-free access to Canada are going to have a hard time once having left Canada without a PR card. You really don't want do to this if there's any way you can avoid this.

(Actually, even those who have visa-free access still have a hard time due to the ETA requirement.)

Especially since your husband doesn't have a visa-free passport to the USA, so unless he somehow has a valid visa to the USA - which seems highly unlikely if his last travel document was the passport that expired back in 2022.

RTD is only applicable if your husband is a refugee. I'm _guessing_ that he's not in the system as a refugee, and thus not eligible to request an RTD.

CoI is for PRs who are not refugees but who cannot obtain a passport of their own. This is typically because they are stateless. I suspect that this also does not apply (if your husband had become stateless then he'd not be able to request a renewal on an Indian passport).

However, a CoI might end up being the way you go if: IRCC can't return the old passport (perhaps it was lost or destroyed in the interval) and India won't allow a renewal full stop without it. Then your husband would technically qualify for a CoI (as he can't "can’t obtain a passport from their country or a travel document from any other source" as per https://www.canada.ca/en/immigratio...travel-documents-non-canadians/apply-who.html ) but this will be a complex application to make and you might want to consult professional advice regarding this.

Yeah, this seems very complicated to me. He's a refused refugee who got PR through spousal route. My guess is that he's just the same as any other PR who came in via spousal sponsorship (which would imply trying to renew the Indian passport is the way to go).

However, you should consider getting professional advice on this. The consequences of a mistake for those who are in the refugee/protected person space can be quite serious and severe.
 
The copr is signed by the officer and we will wait for the PR card after we receive the PR card then only, we will travel. Just confused what to do to renew the passport or get the passport back
