Permanent residence admissions targets​

The upcoming Plan will present only minor changes to 2026 admissions targets for permanent residents compared to the 2026 targets in last year's Plan.

The overall admissions target of permanent residents for 2026 will remain flat at 380,000.

The economic immigration target will rise modestly to 239,800, up from 229,750 in last year's Plan, while the 2026 admissions target for family reunification will be 84,000, down from 88,000, and the Refugee and Humanitarian target will be 56,200, down from 62,250.
The are likely giving room for one-off mass processing for the next two years to expedite applications in the refugees class. Like I said in my previous post, Let’s all stop speculations on this App. Even if cancellation of applications will happen, it might be for future applications from when the bill passes and receives royal assent. IRCC is not going to stop working because a bill is in the parliament awaiting legislation process.

 
Bill C-12, also known as the Strengthening Canada’s Immigration System and Borders Act, would allow the Minister of Citizenship and Immigration, with the concurrence of the Minister of Public Safety and Emergency Preparedness, to mass cancel permits of students already in Canada and to suspend the processing of applications for new permits.

This power would also apply to temporary and permanent resident visas, electronic travel authorizations, and temporary work permits. The bill would also allow IRCC to share personal information and immigration status with other federal departments and agencies, as well as with provincial and territorial governments.

If this bill were to pass, when would it take effect?
 
Usually, immediately on passing in the H of C.

Whether they start enforcing it right away....well, who knows.

So what stage is it at now? I mean at what stage does it reach the house of commons? Sorry if this has been asked previously, this thread is huge and I don't know where exactly to look for info

It's hasn't gone through any readings in the senate, but it has gone through first and second reading in the House. If my rather dusty memory on the process is correct, it will have to pass all three readings in the senate before final reading in the house. So still possible changes or adjustment may come back from those readings to get it to pass.

In H&C category for year 20226, 84% quote is assigned to Ukraine, Sudan and Hong Kong applicants while only 16% to all other which is only 1100 and going further down to 1000 for each year 2027 and 2028.

The max is 3k
I am guessing there would be a large unprocessed quota from year 2025 as we have not seen any except 1 or 2 who have received their PR through H&C category in year 2025 so that plus 2026 quota, will still make up some reasonable number if IRCC want to process those. Long shot or over thinking of me :)

That is very good news for refugees and bad news for H and C applicants.
It’s like we don’t even exist !
