I don’t know how many programs exist for people who are already in Canada, but even with all of them, the situation hasn’t improved especially with the points-based programs that ended up excluding many people with great potential. Some of them are even professors and researchers in universities and colleges!
Canadian Experience, Quebec Experience, the temporary residents stream of the Atlantic Immigration Program, the Rural and Northern Immigration stream, Arrima, the public policy for construction workers, the Home Care Worker programs, the programs of each province not to mention all the work permits, study permits, and endless procedures...
Post-graduation work permits, transitional work permits, bridge work permit, and many other kinds of work permits I can’t even name…
And after all that, we still end up in a crisis, with those affected being treated as if they were the problem!
Of course, I haven’t even mentioned the vulnerable ones the REAL humanitarian and asylum applicants who are often seen as useless or as a burden to society, as if they couldn’t contribute for this country …
I also forgot the new Francophone Rural Communities Program, where people will basically end up living in farming areas except for a few places that actually look decent.

Sometimes I wonder why the government doesn’t just give permanent residence under public policy programs to people who are already here, who deserve it , and stop bringing new skilled workers from abroad for a while just to take time to review and fix the whole immigration system.
At this point, what’s done is done. I don’t think Bill C-12 will work miracles or really solve the problems.
Instead of going in circles and trying to look strict by cutting thousands of applications, speeding up deportations, and making policies that only add pressure to the legal system, why doesn’t IRCC simply regularize the people who are already here those who have lived here for a long time, who speak Canada’s languages, who are well integrated, who have a home, a job, studies, and family here?
Wouldn’t that help reduce the current social and economic crisis?
Why are the people already living here being seen as the problem, instead of the new ones IRCC keeps bringing from abroad even though we all know that many of them will end up in casual jobs, their diplomas won’t be recognized and it will take them a long time to integrate ?

Its not impossible for the cancellation of backlogs with the proposed Bill C12. But the minister has clearly said that its not the intention! Nobody knows the actual intention of Bill C12 as regards the H&C, asylum, extended processing times and cancellation of the same. Lets all stop the speculations and focus on when it finally passes. bringing anxiety, worries and all sort is not the answer to the issue. I understand some of us are here to sensitize others on the potential pathways if H&C fails. We've all heard from the horses's mouth and if it changes otherwise then let it be.

That wouldn’t solve the fundamental issue of decreasing temporary residents and limiting number of PRs and the general population growth in Canada for PRs/citizens. Would take 5-10 years to clear the backlog since I assume you are not eliminating the ability for PRs and citizens to sponsor a spouse and any dependent children. Canada also has to process most of the asylum seekers, and process PR for protected people & refugees in Canada although there are very long processing times. If you essentially created an amnesty program you would likely end up with an older and less skilled (in general) population than if you continued economic immigration programs. You also would lose the ability to target certain skills. Canada needs ongoing immigration programs to keep on attracting younger skilled professionals and to maintain their reputation as a destination for immigrants. Many who are in Canada with temporary status don’t own homes, don’t have stable well paying jobs, are using services like food banks, not all have good English or French language skills, etc. There are of course exceptions but you can’t suggest that the group as a whole could replace those arriving through the economics programs for the next 5-10 years. We have already seen OINP announce they will start returning OINP applicants from 2024 if there is concern about their file or they no longer meet the labour needs of Ontario. Those people were supposed to have a pathway to PR as long as they didn’t commit fraud so this is proof that some drastic actions will be taken.

IRCC is not going to announce the cancellation of programs in advance. Also the minister made errors in the committee hearing so not sure I would take her word. Based on my sources H&C quota for all H&C programs will remain at the 2026 levels and I don’t see how general H&C program can continue with such a low quota. There is already a huge backlog of AIPs. I think the government wants c-12 to pass before doing anything.

Minister Diab added that, if the bill is passed, regulations will be made that “address the unsustainable growth” in temporary residents in Canada, of whom foreign students form a part. She said the target levels for immigration will be included in the federal budget, to be tabled Nov. 4

Bill C-12, also known as the Strengthening Canada’s Immigration System and Borders Act, would allow the Minister of Citizenship and Immigration, with the concurrence of the Minister of Public Safety and Emergency Preparedness, to mass cancel permits of students already in Canada and to suspend the processing of applications for new permits.

This power would also apply to temporary and permanent resident visas, electronic travel authorizations, and temporary work permits. The bill would also allow IRCC to share personal information and immigration status with other federal departments and agencies, as well as with provincial and territorial governments.
