Hi, Applied for visitor visa on 14th October for parents in India
Received client application summary and biometrics request only for my mother.
My father is a primary applicant however the last message received was only "Submission Confirmation".
Is this normal? when I can expect client application summary and biometrics request for my father?

Processing times were never guaranteed. Also unclear what your status is in Canada, why you want to visit Canada, when her study permit expires in the US, what ties you have to the US, etc. which all can lead to longer processing times.

We are studying on F1, still a year left in studies. Wants to visit for 2 weeks during holidays, no ties are strong
