Your sister has huge red flags for trying to remain in Canada. If her goal is to live in Canada would start learning French unless she works in a few select NOCs. The other big issue is your other sibling who may struggle to get to Canada.
 
As mentioned there is some flexibility when it comes to parents especially if they come from a country where the average income is substantially less than in Canada. These days your parents may have been also been denied. At a certain point in the past 5 year almost everyone was getting approved with minimal vetting. If your parents applied today there is a high chance they would get denied and you’d have to apply for a supervisa which is primarily based on your earned income in Canada and your savings.
My experience is very recent. My parents visitor VISA got approved only few days ago and as mentioned, I only submitted their passport copy. There is a section that asks who is paying for the expense etc. and I mentioned it's me(son) and I provided my Bank balance from past 3 months as asked by IRCC and also provided my paystubs to clearly highlight money is not a problem. Clarifying everything in a letter and followed what they asked to the dot. I also know another person who did the same perhaps 6 months ago and his parents visitor visa also got approved.
