I’m also stuck in criminality pending, all other stages completed.
Timeline : submitted feb 2023,
AIP November 2024,
medical January 2025, passed.
address confirmation June 2025,
security, eligibility - completed
file transferred to local visa office but info sharing not started yet.
I called IRCC today and the agent was able to send an internal status query given I’m at 33 months. I don’t expect any miracles given the current mess that is immigration, but there’s hope for Q4.
You got your AIP at least. I think in my case they transferred my files to special unit they called cmb, waiting for their decision we are not at the same page.
Most are not even getting AIP by 31 months so I would suggest focusing on the processing times of applicants waiting versus posted processing times by IRCC that are often not in line with current reality.

This is disgusting! They should either close this stream or just be more compassionate...
Sadly I was right which was clear if you have been monitoring the data and processing times experienced by current applicants.
There will be reforms to this program because it is no longer functional. An H&C application also does not prevent removal. As I have mentioned numerous times people need a plan b. Would suggest learning French, doing another degree, looking at NOCs in demand in Canada, etc. To get PR in Canada you may need to leave Canada where you can improve your chances of coming back to Canada via economic pathway. This is especially the case if you no longer have status. Would suggest people speak to an immigration lawyer about other ways to secure PR and think more strategically. If the whole H&C program was cancelled today what would be your plan?

Publishing more accurate processing times are partially meant to try to encourage applicants to consider other options. H&C does not prevent removal so many will be removed during the processing period unless a decision is imminent. That said the program is such a mess the only option may be to cancel it and start from scratch with very stringent criteria.
