From the current inventory and admission targets. For example, the current backlog of protected persons and refugees applying for PR in 266K, and the admission target is only 58K. This is basically an approval rate of 25% and this is if we assume that backlog would remain the same. Admission targets do not make sense at all.

Still don’t see where you are getting 3%. The volume of protected people and refugees is the problem but that can’t be reversed. H&C also needs to be reformed to reduce who can apply and we need to stop adding more H&C programs. The yearly quota makes sense given the distribution between programs. The only things that could be cut going forward if parent sponsorship and refugee programs coming from outside Canada. Both still have backlogs. Wouldn’t want to cut economic immigration or family sponsorship (spouses and dependent children).
As I have been saying the math doesn’t math. Instead of adding to the backlog IRCC needs to reform the program to limit who qualifies to apply. That is the only way to start tackling this mess.
The fact that IRCC explicitly stating that they will process only 13% of the general H and C inventory (49K) in 2025 is indeed striking. This implies 7 years average processing time just to clear the current backlog. Are applicants and advocacy groups such as CCR not aware of this?. H and C is a safety valve for failed refugee claimants and out-of-status families with children. This kind of delay basically destroys the humanitarian purpose of H and C and implies that this pathway has officially been frozen.
Was never meant to be the safety valve for failed asylum seekers or even those with children who are out of status. It was meant for exceptional cases within these types of groups. Many were able to file asylum claims without grounds and then wait it out until they received H&C and keep getting WPs. Many got PR or were able to keep applying without being removed which should have never happened. Also most were able to pause removals if H&C was in process which has changed. It will take longer than 7 years given quota for all H&Cs is 6.5k for 2026 and 4.5k for 2027. Canada is in a course correction when it comes to immigration. Immigration won’t stop but the wide open door and easy pathways to PR are going to stop for at least 5+ years.

Yes many are already waiting around a year to get PR after AIP which could get longer.
Hey just had a general question - Are applicants allowed to put blog links on their statement letters for demonstrating things like volunteer work experience, level of establishment, etc? So that applicants can consistently keep updating their blogs with more volunteer work after submitting the H&C application? Or does IRCC not entertain such a method?
I think IRCC will soon make changes regarding the humanitarian and compassionate grounds stream... Accepting everyone is not realistic, but refusing too many people is not realistic either according to applications number
They have to. Unfortunately a blunt instrument to reduce numbers probably needs to be used like the proposed asylum changes. The most evident one for H&C is parents and grandparents won’t qualify for H&C. There will be some cases that likely qualify but too many are using H&C to circumvent PGP. Given the outrage when the general population discovered PGP existed this year and our healthcare crisis would be a palatable change for the general population. If I was considering applying for H&C for a parent I would be very reluctant to do so given the current backlogs and the difficulty parents may encounter visiting in the future if they have ever filed an H&C or overstayed.
I am in favor of expanding the parent sponsorship program, which really doesn’t work well here.
In Australia, for example, the parent sponsorship system is more logical... Although I am not in favor of Australia’s rather rigid and harsh immigration laws, I must admit that parent sponsorship there works better than here. They don’t have a lottery but different types of visas to apply for, which are expensive, because parent sponsorship should probably be limited to those who truly have suffisant ressources.
However, for those who cannot afford it, there is always the option of the super visa.

Supervisa visit length also a disaster in the making and places huge strain on the healthcare system. Waitlist for parent sponsorship in Australia also incredibly long and they also have a somewhat private and public healthcare systems which Canada does not have. Like many countries with an ageing population and healthcare system under strain many of these programs are not actually feasible and need to be reassessed. The general public is unaware these programs exist and if they did they would be pretty outraged while they struggle to access healthcare after being longterm taxpayers. Agree many other groups that will have to be identified as ineligible for H&C but parents are a very obvious group to target given we have immigration programs for this specific group already. The bigger issue is that it politically unpopular in some ridings although the healthcare crisis may be changing people’s opinions.
