Not confirmed, but can say the refusal can be at stage when IRCC check all submitted documents. The check of fake or expired Letter of Support and say other related documents. And, at stage of Medical and security checks...
What if all the stages, eligibility, medical, criminality, all stages passed, LOS is valid, have recieved PAL1 and PAL2 issued, yet what reason refusal may come, any idea?

No Idea...

But, IRCC may can check Business existence. Or Any flag on misleading information submitted.

If all Co-founders are out-land, how IRCC will check business existence taking into account that 50 months or more have been passed without any single move. how to make sure that business is still a live?

IRCC will see many things like, Business Incorporation - Have you registered your business, Funds committed from the founders as well as Angels or VC’s, any Incubation steps taken even outside of Canada, developing a Minimum Viable Product, Customer Traction and Customer Intent, regular recorded meetings among founders on Business Development, I think most importantly they will see the founders background and experience

This is what I feel, any additions from anyone will help all

Refusal for incubators in 2025 are mostly for Manitoba Tech or Biomedical Commercialization (They both are same orgs). They were known to be shady in past. I remember an immigration lawyer advising against going through them. Check their refusal rate in 2024 and 2023 as well.

I think in 2025, IRCC is either processing priority incubators or these few shady incubators to reduce backlog.

Lots of refusals to come, without refusals left, right and centre the processing times cannot be brought down, this is my gut feel, this is the price paid to bring down processing times, I wish we do not pay this price

Hi Everyone we are about submitting our application for pr after getting a los from a vc, do you recommend we take the work permit option to help increase our chances of success or does it not really matter? Also was hoping while it was ongoing the spouse can get relevant working experience to qualify for another pathway too? I would ne glad if I get a response

It is not mandatory but for sure it lets you move sooner and your spouse gain Canadian work experience, which strengthens future prospects. I would highly recommend specially since the wait times are more than 4 years now for SUV PR

- is your SUV in priority or not
- if you have applied for work permit or you are currently in Canada
- what kind of ADRs requested from you or other co-founders particularly for business progress

Hello JDI,
I am currently working on my own tech-based application along with a team of four applicants. Recently, we noticed that applications from members of the Canadian Tech Network are being prioritized.
I had also applied for a work permit earlier, but it was unfortunately refused, so our team has continued working remotely from Cambodia.
I will be sending you a detailed list of the ADRs we received. Additionally, we were contacted by IRCC shortly before the issuance of our COPR. I will share all the questions they asked us separately.
I was in the priority stream.

They aren't exact questions but this is what they asked, that's all of our questions pooled together, I had prepared a docs as well for it and prepared for it, it was a teleinterview
How do you plan to scale your start-up once in Canada, and what are your growth targets for the first 2–3 years?
  • Do you intend to hire Canadian employees or collaborate with local partners once your operations are established?
  • You previously applied for a work permit, which was refused. Could you explain the circumstances and how you addressed them?
  • Despite not being in Canada, how have you continued to manage the company’s progress?
  • How is the business currently funded?
  • Have you received any financial support or mentoring from your Designated Organization?
  • Do you personally have sufficient settlement funds available for yourself and your family?
  • Where is your business currently operating from, and why?
  • What concrete steps have you taken to establish your business presence in Canada?
  • Do you already have any clients, partnerships, or pilot projects?
  • Once you land, what are your immediate business priorities in Canada?
  • How are responsibilities divided among the four co-founders?
  • Are all founders still fully committed to the start-up and actively contributing?
  • How do you ensure collaboration and decision-making within the team?

If your start-up does not succeed in Canada, what will you do?
Why did you choose Canada over another country with a bigger start-up ecosystem?
You mentioned innovation — but why hasn’t anyone already built what you are proposing?
If one of your co-founders decides to leave, how will that affect the business?
Your background is not directly in tech/business (if true for some founders) — why should we believe you can succeed in this field?
Are you working for any other company or project outside the start-up? If yes, how do you balance it?
Who are your direct competitors, and what prevents them from copying your idea?
What traction or customer validation have you achieved to show that your idea works in real life?
If your product is still in the early stage, why do you think it has global potential?
How do you plan to generate revenue — and how soon?
(That's all the questions from Memory plus documentations)

Hi, Congratulations

Did they inform you of the teleinterview in advance

Were the questions sent to all of the team members in writing by IRCC
