I don't think so. i have attached return tickets as well, i guess with new ircc rules, processing times going to be high. IRCC officer cannot give generic rejection letter anymore, Now they have to specify the actual reason for rejecting the visa. I believe that's what causing more delays now

IRCC discourages people from purchasing tickets because approval isn’t gauranteed

My wife is coming to Canada next week on a visitor visa, her PR application is in process (eligibility completed - received pre arrival and waiting for the background check to be completed). does she needs to show a return flight ticket when she enters canada at the immigration ?

She may require one to board the plane.
