I recently received my GCMS Notes and it says " Stat Question: Yes" "Based on Schedule A and Police certificate review, Recommendation review required.

Additional Notes:
"Answered Yes to Stat Question"
"File Forwarded to Ready-For-Eval-CT"

As per GCMS Notes everything is passed but my security is in progress.

Does anybody know what Ready For Eval CT means.
Ready-For-Eval-CT generally indicates that your application is now ready for evaluation and calculation of eligibility—often suggesting that time-consuming internal processing steps like background checks have been completed and the file is now awaiting final assessment.
Your GCMS Notes include several key lines:
  • Stat Question: Yes
  • “Based on Schedule A and Police certificate review, Recommendation review required.”
  • “Answered Yes to Stat Question”
  • “File Forwarded to Ready-For-Eval-CT”
In essence, this means
  • The statutory question (often related to security, criminality, or inadmissibility) was answered “Yes,” prompting further review.
  • Background checks (like Schedule A and police certificates) have been assessed.
  • The application is now in the evaluation phase, where an officer will make a recommendation or eligibility decision.
  • Security is still in progress, so a final admissibility determination has not yet been made.

Info Sharing is a step in IRCC’s background screening process.It means IRCC is sharing your biometrics (fingerprints, photo) with partner countries in the Five Eyes alliance (Canada, U.S., U.K., Australia, New Zealand).The purpose is to check if you’ve applied for immigration, visas, or had any security/immigration concerns in those countries. If Info Sharing shows “Complete”, it means that process is finished — IRCC has received the results back from partner countries and can move forward with your background checks.

2. What triggers a Comprehensive Background Check?
IRCC’s background check generally has three stages:
  1. Criminality check – RCMP fingerprints, police certificates.
  2. Info Sharing – biometrics sharing with partner countries.
  3. Security check – conducted by CSIS/CBSA, looking at potential security risks
A comprehensive background check is usually triggered if:
  • You have lived in multiple countries for extended periods.
  • Your name or details match (or are similar to) someone on a watchlist.
  • There are inconsistencies in your personal history (work, travel, residence).
  • You come from, or have traveled to, countries with higher security concerns.
  • Random selection (sometimes IRCC does deeper checks as part of standard risk management).
  • Past immigration or visa refusals, overstays, or criminal records.

Actually Winnipeg is not doing your file right now. Info sharing in progress security not started is the typical status when this office puts you on hold. Based on my experience with Winnipeg office, your file will be processed when it's transferred to another office or when you receive ADR.
 
Thank you for sharing. If this list is accurate, they have only reached till 15 Nov 2024 to issue AOR. February 2025 is surely few months away, not sure if there is a tracker though :(..My Emp specific work permit will expire Jul 2026. Is it possible to change employer before the expiry date or apply for BOWP anytime while the file is being processed? I got OINP ISS nomination last year July 2024.

When submitting your Permanent Residence application under the non-Express Entry Provincial Nominee Program (PNP), it’s important to follow the document checklist provided by IRCC (IMM 5690) very carefully. However, based on practical experience and how IRCC handles inland applications, it’s often a good idea to include a few additional supporting documents even if they’re not specifically listed. These include a brief Letter of Explanation (LoE) to clarify any unusual aspects of your application, such as employment gaps, address history inconsistencies, or anything you feel might need extra context. You may also want to include recent pay stubs or a new employment letter to show ongoing employment if your nomination or eligibility depends on it, along with updated proof of funds (if applicable to your PNP stream). While not mandatory, including an updated resume or CV can help present a clear picture of your work and education history. Proof of continued legal status in Canada, such as a visitor record or entry stamp copy, can also support your case.

Regarding police certificates, as an inland applicant who has been in Canada for over two and a half years, you do not need to submit a police certificate from the RCMP. IRCC conducts its own internal background checks using your biometrics and does not require applicants to obtain Canadian police certificates unless they specifically ask for one later. However, you must include valid police certificates from all countries (other than Canada) where you’ve lived for six months or more since the age of 18.
To avoid delays or an Additional Document Request (ADR), make sure all documents are clear, up-to-date, translated where necessary, and properly organized. It’s also wise to pay the Right of Permanent Residence Fee (RPRF) upfront and include the receipt with your application, as this can speed up the final decision. If your nomination certificate is nearing expiry, ensure it is still valid at the time of submission. Taking these extra steps—even if they go slightly beyond the checklist—can significantly reduce the risk of delays and help ensure your application is processed smoothly.

No , you cannot apply BOWP without AOR . Only option is to apply for employer specific closed work permit by help of your employer. Make sure your WPSL is less than 6 months old beforehand applying.
