Hello, we submitted our dependent child's PR application a few weeks before his 22 birthday. Just received noticed that we need to submit principal applicant processing fee and sponsorship fee of $630 because his age is now over 22. Shouldn't his age be locked on date of submission?

No AOR yet but they’ve included an application number on the notice.
My concern is if they’re making us pay for the over age 22 fee, does it mean they’re not locking in his age and thus he won’t qualify as our dependent anymore? Or he can still be considered qualified as a dependent (age locked in), but we just need to pay for the higher fee since he has since turned 22?

So pay the fees and wait and see if application is approved. Lock in is when they receive and approve a complete application. If asking for fees it may be because no longer under 22 and not locked in.
