Hey everyone. I submitted my study permit application in October 2024 (I'm an international applicant from Iran). According to the CBSA note, my application has been in background/security check since November 2024. The posted processing time for my type of application is around 14–16 weeks, but it's now been almost a year.

I'm planning to file a writ of mandamus in November 2025, but before that, I want to send a demand letter. Can anyone help me with how to write it, what additional content I should include, and where exactly to send it?

All I know is that the letter should say something like, 'I'll be filing a writ of mandamus in 30 days if there's no update on my application,' but I’m not sure how to structure it or who to send it to.

What type of degree and in what field? What is your employment education background? There are certain fields where enhanced review would be more justified and likely too early for mandamus in general.

My admission is for a master of Computer Science at Concordia. I just graduated from university, so I have no employment background (other than a 3-month internship). I haven't had military service either. I understand your point that some cases are more sensitive, but for the last 2 years, the situation for Iranian applicants has been like this. They randomly go through long security checks, and I have not found any pattern. Iranian applicants with long study permit pending time usually file the writ of mandamus, and some of them get an answer, but the cost of hiring a lawyer is not cheap. That's why I am trying to do it myself. From what I have read, you can do it yourself unless it goes to a hearing.
