Did not pay for return courier while sending OCI app to bls brampton. Will they message when it's ready for pickup. Can we go anytime during their opening hours? Do we need to take everyone for a family of 4 (2 adults, 2 kids)?

BLS status will show when it's ready for pickup. Pickup time is Mon-Fri, 3 pm - 4.30 pm
You can collect for all. Just take there ID and keep letter of authorization for your spouse and kids(with your spouse approving kids OCI collection) just in case they ask for it. Format(https://www.blsindia-canada.com/ottawa-jurisdiction/pdf/Authority_Letter.pdf), update accordingly for OCI.
