Hi everyone,

I'm applying for citizenship online and would appreciate some guidance on the two required pieces of ID. The IDs must include my name, date of birth, photo, and signature.

Here's what I have:

  • Passport: Contains all required information.
  • PR Card: Contains all required information.
  • Health Card: This card was issued during COVID and does not have a photo.
My concern is that I recall seeing on a paper application checklist that a PR card can only be used if the second piece of ID is Canadian government-issued. If this is still the case for online applications, then my passport and PR card combination might not be valid.

My questions are:

  1. Can I use my passport and health card (even though the health card has no photo)?
  2. If not, what are my options? Can the passport and PR card be used together for the online application?
Any advice or clarification would be greatly appreciated!

As per the official gov't sources in https://www.canada.ca/content/dam/i...sh/kits/forms/cit0007/01-03-2024/cit0007e.pdf and https://www.sac-isc.gc.ca/eng/1516981589880/1572461616199 the IDs used in a typical adult application must include a photo, so a health card that lacks a photo wouldn't work.

If you read the official docs and guidelines strictly it seems that in theory, if you pick the foreign passport as your FIRST id then you are allowed to pick your PR card as your SECOND id, but in practice I recall seeing posts from folks who did that and had their applications rejected. So to ensure the process goes as smoothly as possible it's best to pick only one of a foreign passport or PR card as the first id and then some other photo id as the second.
 
How about for minor application? Is the passport bio page as the first ID and the no-photo health card as the second ID acceptable?
There are a couple different versions of the minor application, so you'd need to check out the specific case. But the most likely one, Parent or guardian applying on behalf of a minor, only requires that one ID have a photo as per https://www.canada.ca/content/dam/i...sh/kits/forms/cit0008/01-08-2024/cit0008e.pdf
