This means that your case was recommended for approval, not fully approved. The PR application tracker does not distinguish between the two but GCMS notes examples reveal that there are at least two stages of approval.

My tracker shows that information after everything was marked as completed but it’s been a week since no update after that, not even COPR number

Mine is showing copr number also everything is completed except Eligibility because I'm non express so i received pre arrival letter which means Eligibility is completed
Non express timeline is above 1 year, so be patient
I know it's more than a year I'm already about to reach more than a year and now a days pnp is fast then what they said before
Their website says it’s 20 months of processing. Some of my friends are waiting from last January and when they enquired about it, they said that they need additional time
Try calling them and ask them about it They are the ones who can provide proper information. We all here can only take a guess.
