Mine says just "Submitted"

I am still waiting for it. You can link it or don't. Either ways they will send it to you once your eCoPR is issued. Usually, they send an email if they find any problem with the photo.

It takes 2 weeks approximately. I still can login with my old one.

So much of being a week and if so, then the agent I talked to lied his ass! HAHAHA. I shall wait until of of the month and try again.

Portal account creation means P1.. not P2..
But they didn't do anything when I called

I'm not sure. From what I understand they only create your portal close to your P2 date.
That's what the agent told me.
My argument to the agent was I am already past 90 days from P1, but they said my portal was created on Oct 30th, which is my P2 date. So I figured its based on P2. So they basically told me to call back on Jan 30th. lol

Relatively good news is that 3000 job cuts by IRCC is not immediate but to be done over the next three years at all levels. A guess it was probably a discussion day at IRCC all day today. That being said, the IRCC ppl probably feel some pressure now since everyone’s job is in limbo. Hopefully they realize they can actually work much more efficiently.
