Asking for a friend. He incorrectly applied as a tourist. Is there any way to change this to family visit instead?

Is he visiting his immediate or extended family? If not visiting parents, siblings, children or grandparents then visiting for tourism is correct. If so, raise a webform but probably will not make a difference.

He is visiting family howcer because he applied as tourist, they rejected his application. Would a webform work now or apply for reconsideration and point out the error?

What was reason for refusal? Did it specifically say refused because not visiting family? Find that difficult to believe. What family is in Canada? It will be not be reconsidered based on visiting family.

I don't think IRCC will reconsider the application based on this alone.

He should reapply ad strengthen his application.

Visiting family (spouse, children or parents) doesn't make the case stronger. Applicant needs to tie to HOME COUNTRY and have the financial mean for this trip (can't spend all his money for a short trip, assuming this is a short vacation)
A job and family (spouse, children) to return to home country, owning properties...etc are good proof of tie to home country.
Also travel history to countries like US, UK, western european countries are good proof that applicant respect visitor visa and will return after travel.

It’s not as much as the reason you WANT to visit , but all the reasons you’ll HAVE to return to your home .
Job, responsibilities . Too many people focus on why they want to visit , but not why you’ll leave
 
The applicant has steady job with good income, family with young children at home, and a good bank balance. On the gcms notes, it stated the reason being that the economical conditions of his home country was not one he may return to.
It looks like chinook processed it. Tourism just doesn’t seem like a valid reason for someone travelling from a country that has its own economic crisis. I can see why it would be rejected, just wondering if asking for a change to family visit might make a difference in the reconsideration letter.

No. It is not a reason for reconsideration. How long was visit and how much cash was in the bank to visit? What country? He would need to show a considerable amount of cash if coming to Canada, not use up savings and provide living expenses for his family.

If in Canadian that is not enough money. Using all funds to come to Canada? What about his family’s living expenses & their saving? He needs to strengthen application with more funds. IRCC doesn’t think his job is enough to support his Hamiltonian & visit Canada without using all savings. Why is he coming to Canada for 10 days & without his family?
 
How much does he earn in Sri Lanka? 15k Canadian dollars?

In general there are likely concerns that he will try to stay and find employment. What is his travel history? When did his family come to Canada and are his parents in Canada on a visitor visa or PR/citizen? Other siblings?

His kids are in Sri Lanka.
