I also got this in my portal. But the mail I got has ‘READY FOR VISA’ as subject and my passport was requested. I sent my passport with the 2 passport photographs that were requested. Does it mean they will keep my passport till I get the portal 1 and 2?

You will not get portal 1 and 2 those are for inland applications only, you will just get ur RFV mail and will get your COPR when you get your PP back.

We received nomination from saskatchewan recently but now we are visiting a relative in quebec. Can we stay in quebec with our relative and wait for PR to be processed then we move to saskatchewan? Or this will be risky and officer might suspect our intention to live in saskatchewan since we stayed long time in quebec?

Can you share your timelines for SINP. I submitted my application for nomination on 9th July and still in AR stage. How much time does it generally take till nomination?

No not a big issue. Just minor error however send another form through webform.

Your tracker is more accurate than GCkey . GCkey will always show same message until your apyis approved . Most accurate is PR tracker and if you want to see most accurate information of your application is ordering GCMS notes or by calling CIC call centre.
