If you applied for Permanent Residency, then your accompanying family members would be your dependents. The term dependent is loosely used in PR applications, as it is the "accompanying family members" who are the relevant unit here.

IRCC defines accompanying family members as "[a] spouse, common-law partner, dependent child or dependent child of a dependent child (grandchild), who plans to immigrate to Canada with the principal applicant. Accompanying family members are included on the application."

If you had none of the above, then your COPR will not list anyone as a dependent.

The Immigration and Refugee Protection Act and Regulations further define "dependent child."

A grandparent, parent, sibling etc, are not dependents. However, they may be eligibility for being sponsored under different programs.

I'm a little confused here as I cannot understand where my application is stuck.
The tracker says all stages completed on 30th June with no COPR details and I've paid the RFRF in advance but my consultant said that Background check is still in progress.
So what should I make out this situation?
should I expect to receive the PPR soon or have to wait more ?

Thank you @legalfalcon . I am from India and I am submitting my passport to New Delhi India.

If you had your biometrics at the same VAC, then most likely your fee will be waived. However, since VFS are outside the IRCC domain and have their own rules, better call and check.

Also, if any money is due, it can be collected when you appear in person to submit your passport.

You are right. Requesting your GCMS notes is the best way to be absolutely certain about the status of your application. GCMS notes are a confidential record of your application that is maintained by the IRCC. They contain information about the progress of your application, including the results of your background check.

You can request your GCMS notes by submitting an Access to Information and Privacy (ATIP) request to the IRCC. You can find more information about how to submit an ATIP request on the IRCC website.

Once you have received your GCMS notes, you will be able to see the details of your application, including the status of your background check. If your background check is still in progress, you will be able to see the date that it was initiated and the date that it is expected to be completed.

Although I am a PNP candidate, without the 600 PNP points, my basic CRS score is 489. I would have still qualified me under CEC because a CRS 486 was the required minimum on the day I received my ITA.
My biometrics, medical exams, and eligibility as of May 16th are all finished. Background check information exchange is complete as of May 16; however, security and criminality do not begin until July 10.
Every time my wife or I phone the IRCC, the phone agents refuse to provide any information or explain why security hasn't yet been initiated, this irritates me. The agents advise us to wait the customary nine months for PNP processing. For April 7th AOR, 9 months stretches the deadline to January 6th, 2024. I have two questions.
1) Can I request that IRCC disregard my PNP and consider only my base score of 489 and ultimately move me to CEC? The reason I want that is because that way, at least, I can expect a result by August 7th, 2023, instead of IRCC forcing me to wait until January 2024.
2) Also, I got GCMS notes last Friday, and I see that the assigned officer is CM01967 on the first page of the GCMS notes. As per the below CBC article, CM01967 was last active in February 2022, which is 20 months ago. Is there a way I can demand IRCC change my application assignment to active officer or move out of CIO-Sydney

I understand that withdrawing the PNP nomination may result in a drop in my CRS score, but I believe that the benefits of being processed under the CEC program outweigh the risks.

1) on withdrawing PNP my eligibility is complete so I'm not worried on reducing points and all my jobs were in stellar firms (including two big four). However when I search the forums for PNP withdrawals, most of that are folks who left the provinces due to job loss and getting jobs in other provinces after a long search. Al of them restarted the EE from the scratch and came back as FSW or CEC sometimes even years later.
I don't see even one case like mine where IRCC let existing EE application proceed under a different stream (CEC or FSW) once PNP is removed. Also the time taken by both IRCC and Province to perform the cancellation seems to be 3 to 5 months, which will coincide with normal processing for PNP anyway. They make the applicants life the hardest. When I see so many negatives I don't see any reason to try cancelling the PNP so late.
2) Thanks for your input I shall ignore the inactive agent ID for now, @iSaidGoodDay so you have your answer why the phone agent treated my wife's call so lightly.
