Can refugee claimants entering from peace bridge (with family member in Canada) ask for shelter?

Hello everyone!
I am a PR. My siblings who are currently in the US want to cross the border at peace bridge and make a refugee claim here. I understand that is possible according to the third safe country agreement exceptions. But I we don't know if they can ask to be taken to a refugee shelter temporarily until they can find a place to rent. I can't host them as I live in a single room with flat mates. Any ideas?

Why don't I also get my mum to fly over from Australia and claim refugee status when she arrives at the airport till I get possession of my new house?

If they have the ability to rent a property they can also rent a hotel room or book and Airbnb. You are usually required to meet them at the border.
