The first option is to get TRVs / tourist visas and claim refugee status when you arrive in Canada.
Generally the second option would be to move out of your home country to another country and be officially declared as a refugee there by UNHCR. UNHCR will then determine where you are resettled.
If you are registered with UNHCR then they will decide where you settle. There are several ways:
- Group of 5: Private sponsorship
- Cross the border from US and claim asylum
- Apply for TRV and claim asylum at airport. Need to show funds, travel history, ties to home country.
- Immigrate through Economic programs.

I and my family are not in the situation to apply for any visa from Malaysia. Yes we are already in the second county which is Malaysia.
Yes we are registered with UNHCR MALAYSIA but it takes so long to be settled by them. And it is getting worse day by day here. We are mentally sick and don’t have any freedom here.
In that case your option would be sponsorship through the Group of Five program. Generally this is only possible if you have family or close friends in Canada willing to sponsor you.
You would need to know someone in Canada willing to sponsor you. Unfortunately you cannot apply for this program independently. The first step is to find a sponsor.
Unfortunately, we don’t have family or that close friends in Canada. I am looking to find any Organizations that support refugees.
There is a list of sponsorship agreement holder organizations on the IRCC web site. You can try approaching them. To the best of my knowledge they generally aren't accepting further sponsorships but you can certainly give it a try.
Of course the alternative would be to apply for PR through an economic immigration program like Express Entry.
