Were you able to create an account with the new update portal . Seems we are having same Log in issues.
Why didn't you double check your credentials information and compare them with what you provided to IRCC?
If a discrepancy is detected when you create or log in, the system will send an error message. Probably your case actually.
IRCC must already have the information you will be using to create your accounts. If you are not sure about the information you provided regarding your sponsorship file; just check them (IRCC) or order GMCS notes with a copy of every form you provided. So that, you can see every piece of information you provided regarding PA and SPR.

Like I said earlier, I am sponsoring my adult brother who is 38 under other relative category. Nothing to see with the program in which you apply; but mistakes you made in entering both PA and SPR information.

Incorrect or invalid information. Review and make sure it matches the information submitted on your application. "Details are correct"
If you can’t create an account, it may be because your application is not in our system yet.
"Because of this not able to create account as of now".

Frange - have you shared birth certificate of your and your brother, Death certificate of parents ?
Yes I've shared everything.
Mum, dad birth and death certificate and I've put as well a note stating that my grand-parents passed away when my parents were kids. Also, our birth certificates were provided at the same time.

Are you able to login the portal ? What type of corrections you did and how ?
I was able to Log in the portal. I made use of my full name or rather both of my names in the first tab and then my other names in the other tab for names . That's what changed.

One of my friend applied Other relative category to sponsor siblings got below refusal letter today. Please help.

Application Submitted - Dec 2020
AOR - May 2021, Sponsor Ineligible Letter received in May 2021 couple of days after AOR.

Note :- Sponsor arrived here in Canada June 2020 as Permanent residence under Express Entry Scheme. Got first job in Oct 2020. Owing to low income in OCT 2020 to Dec 2020 got exemption from TAX return. Jan 2021 to Dec 2021 Sponsor is meeting the financial requirement. Jan 2022 to Dec 2022 sponsor is meeting the financial requirement as well here indicating only salary because tax return can be file later so don't have CRA report in hands as of now. Updated pay stubs for Jan 2022 to Oct 2022 have already shared. IRCC was updated about CRA report for Jan 2021 to Dec 2021 through web form in 2022.

What is the catch for 3 consecutive taxation year ?

Since your sponsor does not meet the requirement of section 133(1)(j)(i) of the Immigration
and Refugee Protection Regulations, I am refusing your application pursuant to section 11(2)
of the Immigration and Refugee Protection Act.

Requirements for sponsor
  • 133 (1) A sponsorship application shall only be approved by an officer if, on the day on which the application was filed and from that day until the day a decision is made with respect to the application, there is evidence that the sponsor.

    • (i) in a province other than a province referred to in paragraph 131(b),
      • (A) has a total income that is at least equal to the minimum necessary income, if the sponsorship application was filed in respect of a foreign national other than a foreign national referred to in clause (B), or
      • (B) has a total income that is at least equal to the minimum necessary income, plus 30%, for each of the three consecutive taxation years immediately preceding the date of filing of the sponsorship application,if the sponsorship application was filed in respect of a foreign national who is
        • (I) the sponsor’s mother or father,
        • (II) the mother or father of the sponsor’s mother or father, or
        • (III) an accompanying family member of the foreign national described in subclause (I) or (II), and
    • (ii) in a province referred to in paragraph 131(b), is able, within the meaning of the laws of that province and as determined by the competent authority of that province, to fulfil the undertaking referred to in that paragraph; and

We don't know much about his/her case; so my answer will be generally oriented.

When it come to meeting the financial requirement, you have to check the family size and LICO for the last tax year.
There is no exemption for NOT filling tax in Canada, either you were resident for tax purposes OR not. You have to submit T4 or NOA as proof and pay stubs to show your ONGOING financial resources.

The last 3 consecutive tax years +30% is for Parents and grand-parents program NOT for other relative category which is the last 12 months (the more recent tax year). He/she has to meet the financial requirements (LICO) for the more recent tax year.

Buddy, so nice of you sharing valuable information. We were also confused like why they mentioned term which is applied for Parents and grand-parents program NOT for other relative category. One more point, GC key background check was completed Aug 2021. What would you suggest ?

This is why IRCC is going back three years…Sponsor arrived in Canada in June 2020 and didn’t start working until October 2020, and then applicant applied in the “other” category a month later in November 2020. So when the applicant applied the sponsor did not even meet the financial requirements and didn’t even wait a year to show financial ability to support the applicant. So IRCC has to look at income over the past 3 years. Applicant should have waited until at least November 2021 and at least one tax year to see if sponsor could support the applicant.
