Dear Members,

I would appreciate your time in responding to the queries I am enlisting below.

My PR card has been lost. I would have been in non-compliance of residency obligation by the time my card expires next year. Now, I need to travel outside urgently. So, the questions are:
- If I inform the IRCC that my PR card has been stolen, will they issue me a new card with the same expiry date as the original one (expiring next year)? Or will the new card come with expiry date ending in 2027 (5 years from now)?
- If I travel outside on the new card, will the system raise a flag as per my original card that I haven't yet met the RO for the duration of first card or my new card will become the baseline?

If you want to travel urgently, you might have to apply a PRTD at a Canadian consulate outside Canada or using the land border for returning to Canada. PR card processing time is long these days and you might not get it on time.

Thank you for your response. But my questions were different.
Since I'm not meeting RO, so PRTD option is not applicable.

OK... I can see why you ask now... Even if your replacement card has a different expiry date, your RO is still from the day you interact with CBSA or IRCC (e.g. cross the border back to Canada). They look back 5 years from that day and so a different expiry date will not RESET your RO.

PRTD option is still applicable, just that you would have to rely on lenience eg for humanitarian and compassionate consideration.

Or travel through USA.
My question is, should I apply for reissuance of PR card or not? Will IRCC issue a new card with new expiry date right away or are they going to count my RO before deciding to reissue me a card?

I would expect that they would hold issuing card until you're back in compliance with the RO. Not sure though.

whether you apply for a new card, a PRTD or a border crossing, you essentially face the same risk….being reported for RO.

See, my card was supposed to be expiring in June 2023. In order to meet RO, I need to stay inside until December 2023. However, I also need to travel outside in March 2023. Now If I inform IRCC that my card has been stolen, then are they going to issue me a new card with a new expiry date or with the old expiry date i.e. June 2023?

With less than a year till it expires, I’d expect them to do a renewal, so you’ll either have to wait till you are compliant or risk the renewal.

So your card hasn’t actually been lost? A new expiry date on your PR card will make it easier to travel but the expiry date on your card doesn’t change whether not you are compliant with your RO. You can still be reported even if your PR card has a different expiry date. If you are replacing a lost card you may receive the exact same card with the same expiry date. You are only replacing a lost card not applying to renew your card. How urgent is your travel need if you need to travel in March 2023? Can this not be postponed? If you are getting married are you aware that you’ll need to be in compliance with your RO to sponsor a spouse?

No!! The card is already lost. I just want to have to have it so that I am able to travel at the time when I need to.
You have partially responded to what I was looking for i.e. IRCC may issue me the card with same expiry date.
Yes, I understand the conditions relevant to RO. My only query was about whether I should apply for replacement/renewal of card or not and if so then what will happen at the IRCC end regarding the expiry date of next card.
Looks like I need to stay on without applying for a replacement/renewal.
